FGD on Draft Guideline of Eco-Industrial Park Development

Bogor, 6 April. Master Plan of National Industry Development Year 2015-2035 states that to accelerate the distribution of industries throughout the territory of the Republic Indonesia, development of industrial estates/parks (IE) shall be carried out. To prevent the environmental degradations caused by industries, Indonesian Government encourages the development of sustainable IE, (or in Indonesia, commonly known as Eco-industrial Estate/EIE) which leads to the idea of modern IE based on sustainable national competitiveness development by considering economic development, social and also environmental aspects. Supported by PAKLIM’s international and national expert, a guideline draft on EIE standard/ criteria which will eventually help existing IEs in not only increase their environmental performance but also help IEs in meeting their environmental compliance; is planned to be developed. Discussion processes involving relevant stakeholders should be undertaken to discuss and ensure that there is a common, agreed understanding and acceptance of the proposed definition, scope, and criteria. The first half day workshop participated by representatives from Ministry of Industry and IE association (HKI) as the initial meeting was held in January 2016. As a result, the guideline will focus on the planning and implementation phase for new IEs, with the topic of energy and resource efficiency.  As a follow-up, the first FGD was successfully held at Novotel Bogor, 6th April 2016 for one full day, accommodating the IE management representatives from DKI Jakarta, Banten, Serang, Tangerang, Bekasi, Karawang, Bogor, and Purwakarta/Sumedang. More than 35 people attended the FGD, as representatives from Ministry of Industry, Ministry of Energy and Mineral Resources, Ministry of Environment and Forestry, Bappenas, BPLHD DKI Jakarta, Industrial Estate Association, Green Building Council Indonesia, and also IE management from Kawasan industri Bukit Indah, East Jakarta Industrial Park, MM2100, Kawasan Industri Terpadu Indonesia China, Krakatau Industrial Estate Cilegon, Kawasan industri Rancaekek, PT Indotasei Indah Development, PT Surya Cipta Swadaya, PT Bekasi Power, PT Singa Purwakarta Jaya, Jababeka Infrastruktur, Kawasan Industri Pupuk Kujang, PT Kawasan Berikat Nusantara, PT Lippo Cikarang, PT Modern Industrial Estate (Modern Cikande), and also Kawasan Industri Pulo Gadung (JIEP). The FGD was opened by Ibu Restu Yuni Widayati as the Secretary of Directorate General for Industry Regional Development, MoI. Presentations on best practices of EIE and also basic principles of the draft guideline were given by Mr Martin Reinfieldt as GIZ international expert. The presentations were followed by a mini talkshow and also FGD facilitated by GIZ national expert, Ibu Sri Handayani. Participants were divided into 5 groups, to discuss the different given guiding questions. The guiding questions were based on the five principles of the guideline draft: Energy Efficiency, Resource Efficiency, Environmental Protection, Social Acceptance, and Estate Success and Profitability. As a result, many detailed input were given by the participants. Both experts will then compile and collect the results, to be then used as another input in the next planned FGD at Surabaya and Batam.  It is expected that the final draft guideline will be available by September 2016.
