Technical Assistance for RAD-GRK Monitoring, Evaluation and Reporting (MER) and RAD-GRK BAU Baseline

Jakarta, 11 November 2015 Bappenas hosted a Technical Assistance for RAD-GRK Monitoring, Evaluation and Reporting (MER) 2010-2015 and RAD-GRK BAU Baseline on 2-5 November 2015 in Lombok, supported by GIZ Paklim, among other donors. The workshop was participated by 31 provinces; absent provinces were Bangka Belitung, East Nusa Tenggara, North Maluku. The workshop was facilitated by representatives from sectoral ministries, RAN-GRK Secretariat, GIZ, ICRAF, and other partners. The objective of the workshop was to gather updated MER reports, revised provincial Business-as-Usual baseline from provinces, and initiated the review of RAD-GRK mitigation action plan.   During the 4 days workshop, provinces were assisted on the new RAD-GRK Monitoring, Evaluation and Reporting (MER) format for energy-based, land-based and waste sectors, and updated their MER report from 2010-2015. Provinces were also assisted on sectoral BAU Baseline (2000-2020) and updated provincial BAU. Provinces also looked into RAD-GRK to match RAD-GRK mitigation action plan with implemented and reported actions. Updated reports were compiled by RAN-GRK Secretariat. In general, there were more MER reports collected by the RAN-GRK Secretariat, although some reporting year or some sectors were still missing.   In the workshop, challenges met to fulfill the MER reporting requirement include lack of data, the rotation of staff in the provinces, software specification required (to develop BAU Baseline) is not compatible, review of mitigation action plan requires time, coordination between provinces and cities. As a follow up, Bappenas will finalise the Guideline for RAN/RAD-GRK Review, propose relevant deconcentration fund  for 2016, and intensify assistance to provinces who have not handed in complete MER reports from all sectors and all reporting years.   For more information, go to
