Finalisation of System Dynamic Modelling for Policy Scenarios in Land-based, Energy, IPPU and Waste Management
26 – 28 Mei 2015, Bandung. Bappenas with the support of GIZ Paklim and GIZ iNDC hosted workshop on “Finalisation of System Dynamic Modelling for Policy Scenarios in Land-based, Energy, IPPU and Waste Management” on 26-28 May 2015 in Bandung, attended by around 50 participants from line ministries. This workshop is part of a series of workshops on baseline emission development for national and sectoral GHG emission baseline for 2020 and beyond, using system dynamic model, in the context of review of RANGRK (National Action Plan on GHG Emission Reduction), and for the preparation of intended Nationally Determined Contribution (iNDC) Indonesia. In addition to baseline development, this workshop also aims at developing mitigation scenarios of the Government of Indonesia based on reviewed RAN-GRK and RPJMN (National Mid-term Development Plan). In developing baselines 2010-2020 and 2020-2045, the participants validated data by comparing baseline emission developed by the system dynamic model based on behaviour structure of 2000-2010, with historical emission data based on national GHG inventory 2000-2010 by MoEF (Ministry of Environment and Forestry), or other emission reports of national Ministries. During discussions, participants discussed the differences of GHG emission which are found on almost all sectors, due to differences in assumptions, differences in methodology/tier, data sources, and lack of data. The participants agreed on the boundary for the structure, and proxy to be used in the model. In developing policy scenarios, the participants reviewed RAN-GRK (mitigation actions 2010-2020) and RPJMN (2015-2019). During the discussions, the participants clarified and categorised mitigation actions in RAN-GRK. Programs and policies of RPJMN 2015-2019 that are in line with Ministry’s program will be adapted as mitigation scenario(s) for the model.
