JAKARTA – In 2015, the new president was elected and subsequently new development planning agenda was set up. The new government had formally established new National Medium Term Development Plan (RPJMN) 2015 – 2019 by Presidential Regulation #2/2015 with new development planning targets, measures and indicators. In addition to the new government, the restructuring of ministries was unavoidable as mandated by Presidential Decree #121/P/2014. With regard to climate actions, the Presidential Regulation No. 61/2011 is urgently required to be adjusted and updated in compliance with new RPJMN including sub-national action plans (RAD GRK). Therefore, measures listed in both RAN and RAD GRK are required to be reviewed and revised.
RAN and RAD GRK Review covers the adjustment of new development policies as mandated in RPJMN 2015-2019, the result of past 5 years and the adjustment of predefined baseline in the existing RAN and RAD GRK. Review RAN and RAD GRK covers but not limited to baseline (data, calculation, methodology, projection and tool used), emission reduction target per sector (land based, energy based and waste management), mitigation action in accordance with RPJMN and RPJMD, institutional coordination and share of responsibilities of each stakeholders, and the inclusion of private sector and society in GHG emission reduction.
In the framework of review of RAD-GRK as well as strengthening and capacity development of local working group, Secretariat RAN-GRK supported by GIZ PAKLIM held facilitation workshop of RAD-GRK review for provincial working groups and introduction of MER Online from October 18th until 20th, 2016 in Batam, Kepulauan Riau.
