PAKLIM – OSRAM Development Partnership
Independent, unofficial studies indicate that Indonesia has become one of the world’s largest emitters of greenhouse gases. The country’s consumption of fossil fuels is growing rapidly due to an increasing demand in the industry, transport, as well as commercial and residential sectors. Worldwide, the building environment and public infrastructure already account for about 60% of total energy consumption. To reduce the significant emissions caused by this high energy demand, the country has submitted a target to reduce GHG emissions by 26% compared to business-as-usual levels in the year 2020. The target is planned to be achieved through the implementation of nationally appropriate mitigation actions (NAMAs).
Indonesia has a massive savings potential due to outdated technologies in the industry sector as well as in commercial and residential buildings and in public infrastructural services. High upfront investments required to develop new technologies constitute one dominant barrier for local government administrations to invest in energy efficient measures in the public sector. Moreover, insufficient administrative and technical capacity prevent cities from implementing and maintaining energy efficient street lighting technologies as well as managing its use in an efficient way.
The PAKLIM–OSRAM development partnership strives to successfully test LED street lighting and to provide a model for a nationally appropriate mitigation action in the energy demand side for Indonesian urban areas.
Effective policies and standards at a national level that, for example, promote energy conservation and energy efficient technologies are basic requirements for the mitigation of greenhouse gases. Supported by PAKLIM, the Indonesian government develop a set of climate change strategies and policies, along with suitable fiscal and economic instruments and guidance for local climate change action plans geared towards GHG reduction and a sustainable economy. PAKLIM cooperates with the Indonesian government in refining and implementing these measures in the framework of NAMAs and in developing a standardised monitoring system that allows for a credible measurement, reporting, and verification (MRV) system of activities.
PAKLIM recognises the important role of the private sector in Indonesia’s envisioned low carbon development. OSRAM as a worldwide active company of lighting systems – a manufacturer of LED street lights – with its technical expertise can contribute effectively to such development. Accordingly, PAKLIM and OSRAM pool their strengths in a development partnership that introduces energy efficient street lighting as a model for designing a nationally appropriate GHG mitigation action in the energy sector in Indonesian urban areas.
The project addresses relevant institutions on national, provincial, and city level – raising their awareness on cost, energy, and CO2 savings potential of street lighting systems. First, a city-wide efficiency analysis on energy efficient LED street lighting will take place in selected cities in Central and East Java. This analysis examines the technical and economic feasibility of LED street lighting in each selected city. In one selected city, the conventional street lights in one main street will be replaced by LED street light systems. Subsequently, before-after monitoring will be done jointly with the city administration in order to assess the level of energy savings through the new system. Lessons learnt and best practices from this cooperation will be extended to other cities – building a portfolio of case studies supporting the respective policy guidelines.
The project identifies energy savings potential of street lighting for selected cities in Central and East Java. The provided guidance on financing options helps the cities to overcome financial barriers to implement energy efficient street lighting. Likewise, implemented energy efficient technologies lead to infrastructure budget savings and GHG emission reductions. A national mitigation measure is made available through this approach.
